If the 1280x720 button gives you a smaller image than expected, that video simply has no HD file and 480x360 is the real maximum. The largest thumbnail YouTube stores is maxresdefault.jpg at 1280x720, the same 720p HD frame a custom thumbnail uses. There is no native 1080p, 1440p, or 4K thumbnail file to download, however high the video's own resolution is, so 1280x720 is the true full-size ceiling. This HD downloader always requests that file first and only steps down to 640x480, 480x360, or 320x180 when the larger file was never generated, which happens on older or low-resolution uploads. The 1280x720 maxresdefault file only exists for HD uploads or videos with a custom thumbnail. For older videos the largest file is usually 480x360, which the downloader falls back to automatically.
